Lufthansa plane narrowly escapes messy landing

I saw a brief clip this afternoon on tv 3 of a German plane narrowly escaping a potetentially disasterous landing at Hamburg airport. Lacking the patience to wait for the evening news, I looked on the internet and sure enough I found the news story on the 3 News website and the Telegraph.
The video quite literally stunned me and it begs the question, why on earth were planes attempting to land in 155mph (249km/h !) winds?
